I think you should understand that search engines (specially Google) rank web pages based on these two factors:

1. Relevance
2. Popularity

Now to increase relevance you need to optimize your website page with your target keywords for the page (theme each pages around 1-3 keyowrds).

To increase popularity you need to get relevant back links from quality sources. There are several ways to get back links and thats what you need to learn.

Like everyone else has said here, there is certainly no one best way. Your website needs to sound natural as search engines keep changing their ranking algorithm to bring such web pages up the order.
