We honestly have been a victim of this and it is not a fun topic. Merchants are left holding all the risk on this issue. And most all International Adresses are not supported by address verification. So what must be done is calling in to find out the issuing bank. I look and see if the issuing bank in of the same country and honestly go with my gut instinct from there. Amaizing when you smell a rat it almost always is a rat.
