Links and frequent updates, in addition to determining PageRank, does have an impact on rankings. That's one of the reasons why blogs tend to rank high organically - by their very nature (or blogginess) they are updated 3-5 times a week and, as part of a community, quality blog posts get linked pretty effortlessly as bloggers pass them on to their own readers to check out.
